It's all to do with shoe fetishism. Barry loves a good pair of leather brogues and he's (correctly) realized that your average head of state wields an awesome pair of foot candy for him to check out.

Either that or last year's April fools joke by the Presidential advisory team has gone waaay too far and now they're just too scared to let him know that it's not true that all far Eastern diplomats are not actually trained in instantaneous hypnosis and he is totally safe to look them in the eyes.
